Both Colin Wilson and David Langford have admitted it to be a hoax. The "grimoire" part which is all that is presented here was written by Bob Turner who is both a serious researcher on renaissance / early modern English magick and a practicing magician; hence the similarity to historical examples of magick rituals from the period this was purportedly "translated" -- which is of course several centuries after its purported date of composition. If I wanted to use this in a Call of Cthulhu game I would represent it as a 16th-century fake.
In one sense there's more of HPL's literary influence in here than the Simonomicon, but the use of Lovecraftian names sometimes seems a bit random.
